What's inside CBMMG

  1. Overview of Basic Professional Training (TPB) requirements

The Basic Professional Training (Treinamento Profissional Básico - TPB) is designed for the updating and improvement of military firefighters. To be considered 'apt' in the TPB, a military member must pass three specific modalities:

    1. Physical Evaluation Test (Teste de Avaliação Física - TAF)
    2. Technical-Professional Evaluation (Avaliação Técnico-Profissional - ATP)
    3. Practical Shooting (Tiro Prático)
  2. Overview of the Financial Administration, Accounting, and Auditing System (AFCA/BM)

The AFCA/BM is an auxiliary activity system designed to ensure the execution, registration, and financial control, as well as the economic-financial evaluation of resources allocated to Plans, Programs, Projects, and Activities within the Military Fire Department. It integrates into the corresponding state system and is subject to normative guidance, technical supervision, and inspection by the Central Body of that system, while remaining hierarchically subordinate to the Military Fire Department.
  3. Overview of the Occupational Health Program for Military Firefighters (PSOBM)

The PSOBM is a mandatory occupational health program for active-duty military firefighters in Minas Gerais. Its primary objectives are to promote health, identify and control occupational risks, and ensure early detection of health issues through multidisciplinary assessments. All records are maintained via electronic health records in the Integrated Health Management System (SIGS). A program cycle is considered complete only when the firefighter has finished all eligible assessments (medicine, dentistry, and psychology) and received the 'PSOBM concluído' status.
  4. Overview of the CBMMG Physical Evaluation Test (TAF)

The Teste de Avaliação Física (TAF) is used by the Corpo de Bombeiros Militar de Minas Gerais (CBMMG) to evaluate the physical conditioning of active duty military personnel, including those from the reserve designated for active service. It is required for annual evaluations, entry selection into the CBMMG, and selection for internal courses.
  5. Overview of CBMMG Normative Documents (Resolution 710/2017)

Resolution No. 710 (March 2, 2017) regulates the normative documents of the Corpo de Bombeiros Militar de Minas Gerais (CBMMG). It establishes a standardized list of 21 recognized normative documents used for administrative and operational governance, ranging from high-level Policies to specific Reports.
  6. Overview of CBMMG Resolution No. 1019 (2021)

Resolution No. 1019, dated December 10, 2021, approves the 1st edition of the 'Manual de Convênios e Instrumentos Congêneres' (Manual of Agreements and Similar Instruments) for the Corpo de Bombeiros Militar de Minas Gerais (CBMMG). This manual standardizes institutional actions regarding the celebration of agreements with federal, state, municipal, and private entities to capture alternative resources.

    Key provisions include:

    • Standardization: Establishes common nomenclature and procedures for the phases of agreement celebration.
    • Administrative Efficiency: Aims to decentralize administrative processes and delegate competencies to increase decision-making flexibility.
    • Compliance: Ensures alignment with current legislation and norms for fiscal, budgetary, financial, and patrimonial control.
    • Responsibility: Commanders at all levels are responsible for disseminating the manual and adjusting instructions regarding the celebration of agreements.
  7. Overview of CBMMG Annual Performance and Productivity Evaluation (AADP)

The Avaliação Anual de Desempenho e Produtividade (AADP) is the annual performance evaluation for military firefighters in the Corpo de Bombeiros Militar de Minas Gerais (CBMMG). It serves as a requirement for promotion (by merit or seniority), a factor for merit-based promotion files, and a component of the Individual Performance Evaluation (ADI).
  8. Overview of Complementary Training (TC) in CBMMG

Complementary Training (TC) is a modality of continuing education for military personnel in the Military Fire Department of Minas Gerais (CBMMG) across various areas of knowledge related to the Firefighter-Military role. It is categorized into four main types:

    1. Technical In-Service Training (TTS)
    2. Professional Qualification Courses
    3. Professional Updating (via training, accreditation, requalification, and various courses)
    4. Technical/Scientific Events (e.g., workshops, seminars, or congresses).
  9. Understand the Individual Performance Evaluation (ADI) structure

The Individual Performance Evaluation (ADI) is a periodic annual assessment used to guarantee stability (per Law 5.301/1969) and calculate the Performance Bonus (Adicional de Desempenho - ADE). The ADI has a maximum score of 100 points, derived from the sum of three factors:

    1. AADP (Annual Performance and Productivity Evaluation): Up to 50 points.
    2. Disciplinary Concept: Up to 30 points.
    3. TPB (Basic Professional Training): Up to 20 points.

The reference date for calculations is the last day of the evaluation period (the interval between the military member's entry/anniversary of entry and the day before the next anniversary).

  10. Accounting Framework for the AFCA/BM System

Accounting serves as the primary control instrument for the AFCA/BM system and encompasses:

    • Bookkeeping: Recording acts and facts related to the management of budgetary and extra-budgetary resources.
    • Analysis: Periodic analysis of financial, patrimonial, and cost repercussions, comparing actual data with budgetary forecasts.
    • Consolidation: Creating statements to evidence management results and costs to evaluate the performance of those responsible for Plans, Programs, Projects, and Activities.
    • Accountability: Identifying those responsible for public values and assets.

    Accounting Standards by Resource Type:

    • Budgetary Resources: Managed under financial, patrimonial, and cost aspects, following the State's chart of accounts.
    • Extra-budgetary Resources: Managed under financial and patrimonial aspects (and costs if necessary), following the internal chart of accounts.
  11. Calculate disciplinary scoring for AADP

Disciplinary concepts are converted into points for the AADP (Avaliação de Desempenho Profissional) based on the following scale:

    • Concept "A": 10 points
    • Concept "B" (> 35 positive points): 9 points
    • Concept "B" (25 to 35 positive points): 8 points
    • Concept "B" (up to 24 positive points): 7 points
    • Concept "B" (zero points): 6 points
    • Concept "B" (negative points > -25): 5 points
    • Concept "B" (negative points ≤ -25): 4 points
    • Concept "C": 1 point

    Special rules:

    • New CBMMG personnel receive maximum points until they achieve concept "A", unless they receive a disciplinary punishment.
    • The disciplinary concept is considered as of the date specified in Art. 5º.
  12. Implement Internal Control within the AFCA/BM System

Internal control activities within the Military Fire Brigade's AFCA/BM system are executed independently of other command controls and consist of:

    1. Financial, accounting, and budgetary auditing functions.
    2. Accounting of budgetary, financial, patrimonial, and cost management.
    3. Financial monitoring of Plans, Programs, Projects, and Activities managed by the Corporation.
